Is NZ becoming a Police State?

The sham District Court prosecution of an undercover policeman in 2010, as disclosed by the Sunday Star-Times today, was described by a leading barrister as an"abuse of process hitherto unknown" in New Zealand's legal system. However, the police support what is really an illegal action. Some people would suggest that NZ is becoming a police state when considering the Kim Dotcm affair, and the Urewera police raids. Could somebody advise me to the contary?

Acoustic weapons have destroyed freedom in New Zealand. Spies have nothing but contempt for people and their extream invasion of privacy and manipulation turns people into zombies.
